Position Summary
Under the direction and in consultation with the Manager of Environmental Health, the Environmental Health Program Coordinator (EHPC) will provide program support to the environmental health team, program manager, and the Medical Officer of Health, as required. The EHPC assists with the planning, development, implementation, and monitoring of environmental health programs. The EHPC will have technical expertise to support program delivery per the Ontario Public Health Standards, Health Protection and Promotion Act, the Healthy Menu Choices Act, the Skin Cancer Prevention Act, the Ontario Building Code Act, the Provincial Offences Act, and the Smoke-Free Ontario Act, along with relevant regulations associated with these Acts. The EHPC will hold a Chief Building Official designation under the Ontario Building Code Act to support coverage for the Environmental Health Manager when absent. This position will participate in the agency’s 24/7 on-call rotation in the role of the Public Health Inspector on-call.
Responsibilities and Duties
Program Responsibilities:
• Provide support and guidance to Public Health Inspectors (PHI), including PHIs in training.
• Provide technical support on resolving complex issues related to program activities and support evidence-based decision-making.
• Review and consult with PHIs regarding program implementation and changes.
• In conjunction with the manager, delegate work assignments as necessary to ensure tasks, projects, and program activities are fulfilled.
• In consultation with the program manager where required, the EHPC provides team and individual support in dealing effectively and timely with complaints and inquiries.
• Works closely with the Health Promotion Specialist to help determine priorities for research requests and information support for the environmental health team.
• Works with the Health Promotion Specialist to support program planning and development.
• Assumes a lead role in the development, review, and revision of program policies and operating procedures.
• Monitors reports and initiates continuous quality improvement (CQI) based recommendations to aid in standardized practices amongst the environmental health team.
• Maintains the ability to conduct fieldwork duties, as assigned, such as inspections, investigations, and enforcement should the need arise.
• Understands and implements procedures for proper collection, creation, storage, access, retention, and disposal of records.
• In a public health response, the EHPC may be temporarily assigned alternate duties that do not exceed the qualifications, skills and abilities of the individual.
Internal/External Agency Role:
• Collaborates with agency staff in interdisciplinary planning and implementation of program assignments.
• Participates as a representative of the environmental health team on internal/external committees when deemed necessary.
• Communicates timely information to the reporting manager regarding agency committee involvement.
• Works with community partners and maintains inter-agency links and working relationships.
• Participates in external committees as deemed appropriate.
Qualifications:
• Bachelor of Health Science, Environmental Health, or equivalent.
• Current Certificate in Public Health Inspection (Canada).
• Certification under the Ontario Building Code Act with Chief Building Official designation required.
• Minimum 5 years field experience working as a certified Public Health Inspector.
• Experience in research, program planning and evaluation, process and policy development, statistical data monitoring/interpretation and continuous quality improvement.
• Proven effective mentoring skills to support decision-making on complex issues that arise amongst the team.
• Strong knowledge and understanding of the legislation, regulations and enforcement requirements of the Health Protection and Promotion Act, Provincial Offenses Act, Healthy Menu Choices Act, Skin Cancer Prevention Act, Smoke-Free Ontario Act and Ontario Public Health Standards.
• Knowledge and skills related to infection prevention and control practices and program requirements.
• Experience in preparing and delivering high-quality written reports and presentations for diverse audiences and purposes.
• Ability to work in a self-directed, and responsive manner, to establish priorities and balance multiple projects.
• Experience with Hedgehog documentation software along with other Ministry of Health secure public health programs.
• Strong interpersonal, organizational, and problem-solving skills.
• Advanced oral and written proficiency in English is essential, proficiency in both official languages considered an asset.
• Strong interest in professional development and self-learning.
• Demonstrated proficiency using Microsoft Office programs including Word, Excel and Outlook.
• Must be reliable and have a good attendance record.
• Ability to work outside regular business hours, including weekends and evenings, as required.
• Must have valid “G” Ontario Driver’s License and use of a reliable vehicle as work-related travel within the Algoma district may be required.
• A current Police Vulnerable Sector Check (PVSC) with satisfactory clearance is a condition of employment, at own expense.
